master now requires the
hygienecheck (ruleset "master: hygiene required", repository admins bypass). With the job inside the push-triggeredciworkflow, every pull request head carried two check runs namedhygiene: the push event's, skipped by itsif:(which GitHub counts as passed), and the pull request event's real one. This moves the job to.github/workflows/hygiene.yml, triggered onpull_requestonly, so the required name maps to exactly one run.
