The members and roles of a committee can change over time when:
- A member of the committee decides to leave the committee (we will not do this one now)
- An operator is penalized as operator, but preserves it's watchtower role
At the moment the BitVMX protocols have a static view of the committee members, set at dispute core protocol setup time. We need to provide a mechanism for the Union client to update the committee members in the BitVMX protocols when a change in the committee occurs.
