feat: expand Codex Mochi quota dashboard

What changed

• focus the menu bar and popover on the most constrained weekly quota
• add local Mac raw Token totals and recent 15-minute speed
• add reset-credit display, interactive cat reactions, eight soft themes, and pace-driven kibble/spark effects
• add honest Plus / generic Pro detection with persistent manual Pro 5x and Pro 20x display overrides
• compact the popover to 348 × 404, remove unused whitespace, and frame the refresh/exit actions
• update README and design notes to match the current behavior and privacy boundaries

Why

The previous fixed-height layout left a large empty region, and the footer actions looked like plain text. The new compact presentation keeps the useful quota and local activity signals visible while preserving an honest distinction between official quota data and locally counted raw Tokens.

Data boundaries

• local Token totals come only from existing Codex session logs and are not official quota Tokens
• a raw pro plan remains generic Pro; the app does not guess 5x or 20x
• no credentials, prompts, session contents, or telemetry are persisted or uploaded
