Disk I/O errors and out-of-memory errors are currently listed in SQLITE_STORAGE_ERRORS, but data shows they never trigger eviction in practice (0 evictions, 0 quota checks across 89K occurrences). These aren't storage-quota-related errors and shouldn't be treated as such.

Remove them from SQLITE_STORAGE_ERRORS.

    There is a queue when it comes to onyx bumps in E/App so it will take a while to release this
