Add ClusterUpgradeVersion method to MKaaSClusters interface and MKaaSServiceOp implementation. Allows upgrading a cluster's Kubernetes version via POST /mkaas/v2/clusters/{project_id}/{region_id}/{cluster_id}/upgrade_version.
