在有些地方（例如 Sundry 入口 `sundry.py`）会需要 `function.constant.general` 模块的其他常量（`SUNDRY_VERSION` 等），但不需要 `RETRY_INTERVAL`。 原先即使使用 `from...import` 也会初始化 `RETRY_INTERVAL`，如果这时初始化出现了错误（读取配置文件失败），就会输出一条意外的错误信息。 这个错误信息在初始化配置文件时显得格外意外。 这个提交改用 `__getattr__` 函数，在第一次读取 `RETRY_INTERVAL` 时（`RETRY_INTERVAL is None`）调用 `_get_retry_interval` 函数初始化，后续（`RETRY_INTERVAL is not None`）直接使用之前初始化的值。
此修改依赖于配置文件 1.4 中的 git.retry_interval 配置
