Budget list page shows hardcoded demo data instead of real budgets

Description

The /budgets page (BudgetListComponent) displays 3 hardcoded demo budget cards (""Monthly Household Budget"", ""Holiday Spending"", ""Emergency Fund"") instead of fetching real budgets from the API. The ""Create New Budget"" button has no click handler.

Steps to Reproduce

1. Start app and authenticate
2. Navigate to /budgets
3. Observe hardcoded cards with fake data
4. Click ""Create New Budget"" — nothing happens

Expected Behaviour

• Budget list should fetch from GET /api/budgets and display real budgets
• ""Create New Budget"" should either call POST /api/budgets/{year} or navigate to a creation form
• Each budget card should link to its detail page

Actual Behaviour

• Shows 3 static demo budget cards with placeholder data
• ""Create New Budget"" button has no functionality
• The budget detail page (/budgets/{id}) works correctly when navigated to directly

Suggested Fix

Replace the hardcoded template data with a call to the budget API service and wire up the create button.

Severity

Medium — the detail page works fine once you know the budget ID, but there's no way to discover or create budgets through the UI.
