Synchronize app/desktop/server/orchestrator to 0.50.13 following #484. Version verification, strict release review and maintainability audit passed. Local sidecar manifest is generated in release CI. Runtime proof: 15-step browser fraimz and real DSH streaming/tool/history integration passed in #484. Only release version pins and lockfile specifier change.
