Sysadmin notes

Normally the service is on:

t2.micro Elasticsearch
db.t2.small RDS

Pre large election tasks

Scale up Elasticsearch to a t2.medium or above (need to work out the best option, especially for SOPN day)
Scale up RDS (same as above about the size)
