feat(frontend): rework release video modal copy and make it translatable - #982

- Header line, title, description and note all live on the release
object; RELEASES becomes getReleases() so `t` resolves per render
- Padding around the whole modal, titles one step above body copy
- Replace changelog link with a feedback note; drop CHANGELOG_DOCS_URL
- Dutch translations for all modal copy
