test(markdown): FRONTMATTER01 guard for broken leading YAML fences - #1534

Catch lone leading --- that preview tools treat as frontmatter; quote two .mdc descriptions so they remain valid YAML; strip HR fences from the issue queue map that triggered the preview break.
Keep origin/main's refreshed map (331 / v1.8.0); FRONTMATTER01 unique delta remains in the lint test and two .mdc description quotes.
