Verified-successor closure. The valid production delta is exactly the same three R/aFIPC.R menu-admission changes now carried by canonical Draft #330 at 4b38d796e411e4e87c5bf8e9d0ea2f1c65a589fe, where production-path prompt regressions also exercise bounded invalid input and accepted 2. The generated Sentinel note and MEDIUM/DoS characterization are not independent product semantics and are intentionally not inherited. No valid test, fixture, contract, or source behavior remains unique to #309; this is not a merge.

Changed `^[0-9]+$` to `^[12]$` to prevent arbitrarily large number coercion which caused `NA` crashes via `as.integer()`.
