UI fixes, vue-table v9 migration, dependency updates

UI (activity form)

• Tab bar stays visible below the header while scrolling; clicking a tab jumps to the start of that section.
• Inactive tabs are styled as clickable (light fill, border, pointer cursor, section-colour hint on hover).
• Assets: trash icon (with "Remove from activity" tooltip) instead of the X; edit/remove buttons no longer overlap the sticky header/tabs.
• Manage Order: drag preview stays at the cursor (was offset inside the dialog).

@tanstack/vue-table 8 → 9

• Migrated the shared DataTable (Home, User Management) and the three template import dialogs to the v9 API (useTable, explicit feature sets). Behaviour unchanged; all five tables tested manually.

Dependencies

• @lucide/vue 1.63.0, axios 1.21.0, marked 18.1.2 (no breaking changes affecting us).

Note: CI runs the full .vue type check (needs Node); locally on Bun only .ts files are type-checked.
