Dependabot tried to upgrade the packages in #1617, but this causes tests to fail.
That gives us two choices:
- Get a license of some kind to run test with
- Pin the max version of mass transit to 8.x. Users can continue to use mass transit 8, but have the option to upgrade to 9 themselves if they desire. If we upgrade to 9 in our project, then users won't be able to downgrade to mass transit 8 if they wish.
