Additional libraries to consider adding to the images

Based on some discussions and interest from potential users of these images, I propose considering the following additions:

• pyhf + cabinetry for statistical inference, which I expect to not significantly affect the size,
• scikit-learn as a very popular library for various ML-related tasks, which looks to be about 10 MB on conda-forge.
