The client renders the app name "Lobbster" in several places. This change is to add a client configuration where the name of the system instance can be defined in a JSON file as a deployment step.
Expected Behavior
Every place that the system renders the name "Lobbster" should instead render the name given in the configuration. The default value used for this repo should still be "Lobbster."
Context
It's important that Coral Gables be able to control the site's identity, and make it clear to users that the site is operated by Coral Gables. The system should also be able to be adapted by other state and local governments, and it's important that each government's site have a different name.
