Bumps the pinned valgrind-codspeed .deb to 3.26.0-0codspeed5: iteration constant, the 4 SHA-256 pins (Ubuntu 22.04/24.04 x amd64/arm64), and the download-url snapshots.

Hashes verified against the release artifacts with GITHUB_ACTIONS=true cargo test all_pinned.
