Waiting on RC2 of https://www.nuget.org/packages/npgsql.entityframeworkcore.postgresql

Moves the SDK in global.json to 11.0.100-rc.2.26504.105 and the net11.0
package band to 11.0.0-rc.2.26504.105.

EF Core (Microsoft.EntityFrameworkCore, .Relational, .InMemory, .Sqlite,
.SqlServer and the demo's .Design) stays at RC 1. Npgsql.EntityFrameworkCore.PostgreSQL
11.0.0-rc.1.1 pins EF Core to exactly 11.0.0-rc.1.26425.128 and no RC 2
build of it is published yet, so moving EF Core fails restore with NU1107
and NU1608 in Mocha.EntityFrameworkCore.Postgres and the Postgres test
projects. Npgsql.EntityFrameworkCore.PostgreSQL stays at 11.0.0-rc.1.1 for
the same reason.

Multipart reader check per docs/updating-dotnet.md: no commit touches
src/Http/Http/src/Features/FormFeature.cs between v11.0.0-rc.1.26425.128
and v11.0.0-rc.2.26504.105 (73 commits in the range), so the table records
the new tag and the reader is unchanged.
