fix(launcher): 返回 Windows Agent 的真实启动结果（A05）

对应 A05，基于 #9 的堆叠 PR；本差异只处理启动结果。

此前只要 PowerShell 自身 spawn 成功就返回成功，Agent 不存在或工作目录无效也无法反馈。现在等待启动桥完成，检查退出状态并解析 Start-Process 返回的子进程号。非零退出、空输出、零 PID 和无效输出都返回错误，保留启动失败原因。

验证：6 个 launcher tests 通过，包含失败退出带伪 PID、有效 PID、空值、零值及多行无效输出。rustfmt/diff check 通过。原生 Windows 启动失败场景仍需实测，保留草稿。

返回成功表示系统接受进程启动，不表示 Agent 已连通模型服务。

• Native GUI / Windows host / WSL release acceptance remains separate and is not inferred from CI.
