Adds a section to system/decisions.md: one entry per Ben ruling of 2026-10-06 on weekly maintenance on SMDC (38 entries), stating policy only (no ids, names, addresses or window hours). Earlier rulings later reversed carry 'superseded below' with a pointer: roll or patch, package set not frozen, database image chain, promoter pause, weekly bump day (pin table). Lines authored by Claude alone, accepted by Claude, and the co-worker interaction mode are excluded.
