Fixes issues introduced in #2337:

restores EODAG_EXT_COLLECTIONS_CFG_FILE environment variable and deprecates it in favor of new EODAG_EXT_COLLECTIONS_CFG_URI (both are aliases of settings.ext_collections_cfg_uri)
if this environment variable points to a file that is not readable, collections fetch is disabled, only user-modified providers are fetched. This preserves the actual collections discovery mechanism
