In our CESM testing we came across an issue with CICE in prescribed mode, or dynamics off (kdyn = 0). In this case we should not have communication between blocks at all. We still want a parallel configuration, just no communication. I believe if we set nghost to 0 this effectively shuts off communication between blocks. Similarly, some groups might want to use nghost = 2. It might be helpful to add some test cases here. Also, we would need to add nghost to the namelist.
