📌 Description

Update the production and unit-test Docker images to uv 0.13.4 and the latest Ubuntu 26.04 base image. Keep all external images pinned by digest.

• Update uv from 0.12.21 to 0.13.4 in Dockerfile and tests/Dockerfile_unittest.
• Update the Ubuntu 26.04 digest for both builder and runner stages in both Dockerfiles.
• Verify image digests against the official registries.
