📌 Description
WST deployments on Sepolia fail with
contract creation code storage out of gasat an 8,000,000-gas limit. The reported transaction requires an estimated 22,418,856 gas under Amsterdam state pricing.https://sepolia.etherscan.io/tx/0x5b6e0cd2e59a9da4ea89fc928279c7f4ac2fa54634389f7d60f817b2d8abeeff
Set Ethereum WST deployment gas to 30,000,000 and revise authorization-operation limits using local Amsterdam estimates with at least 30% headroom. Add repeatable measurement tooling that verifies state pricing before reporting results.

make measure_wst_gas, backed by two temporary local Anvil nodes. Fork startup works around Anvil v1.8.5's standalone gas-parameter initialization; the source node does not simulate an Osaka-to-Amsterdam upgrade.eth_estimateGas, receiptgasUsed, and configured limits. It can raise local transaction limits to complete measurements and exits with status 1 when an estimate or usage exceeds a configured limit.📌 Checklist
