Converts the existing workflow `.github/workflows/jules-pr-comment.yml` into a reusable composite GitHub Action defined in `action.yml`. - Creates `action.yml` with inputs for `pr_number`, `pr_description`, `jules_api_key`, and `github_token`. - Sets up Python environment and installs dependencies within the action steps. - Runs `scripts/jules_comment.py` using inputs passed as environment variables. - Deletes the original workflow file as it is now superseded by the reusable action.
