feat(devices): add Wolverine V3 Pro PC Tournament bringup

Add opt-in usb_match_any descriptor selection and standard input bringup for the original Wolverine V3 Pro in PC Tournament mode (1532:0a4c), based on xpad PR #324. Uses its three Razer vendor-specific interface patterns and requires a unique active interface and interrupt endpoints; existing explicit configs retain their behavior. Descriptor-selected interfaces also honor implicit initialization.

Validation: descriptor and raw-report fixtures, full Debug/ReleaseSafe, TSAN, libusb-disabled tests, build, config validation, formatting and docs passed.

Actual hardware topology remains unverified. Use padctl --config devices/razer/wolverine-v3-pro-pc.toml; automatic service discovery needs a HID anchor. No independent extra buttons, rumble, GIP mode or 8K PC support is claimed.
