Reference System explicitly in sarif_results_checker - #483

The tool uses System.Uri (through Sarif.Sdk's ArtifactLocation) but never referenced System.dll; it only compiled because System.Memory 4.5.x's nuspec adds System as a framework assembly. System.Memory 4.6.x no longer does, so consumers that resolve System.Memory 4.6.3 (for example a repo pinning it for Microsoft.ServiceFabric 11.9.121) fail with CS0012.
