docs: add appeal package, positioning, and offline demo - #140

Add docs/APPEAL.md with the evidence table, ready-to-paste appeal text, contribution-integrity rule, and remaining work. Add docs/WHY_OBSERVATORY.md to separate this project from ai-code-assistant, stellar-devkit, and soroban-security-scanner. Add an offline demo with deterministic old/new WASM fixtures (inspect, spec, diff, compat, fingerprint). Update readiness, roadmap, and README.

The fixtures are generated by cargo run -p observatory-testutil --example make_demo_fixtures; no network or WASM execution.
