25 catalog notes under references/skill-catalog/ generated by 0luka tools/ops/skill-registry/sync_repos_skills.py — 4 from 9arm, 21 from the DDC QS cluster (CWICR-Database, Cost-Management, IFC/QTO). Catalog != install: notes carry source links + frontmatter for graph visibility but nothing is registered as a live skill. Includes _dedup-decision.md (Phase 2c): promote NONE now. DDC QS skills depend on CWICR DB + BIM/IFC infrastructure absent here, or are DUP/OFF-DOMAIN vs edge-furniture-pricing. 9arm: 3/4 already installed.
