BLE Proxy Restore Mode

As discussed in discord, the template for bluetooth_proxy_switch has restore_mode set to RESTORE_DEFAULT_OFF as opposed to RESTORE_DEFAULT_ON

Thanks for catching this @jjbrock7! Fixed in 26.8.18.1, out on beta now. The BLE variant defaults the proxy to RESTORE_DEFAULT_ON so legacy BLE devices keep proxying after an update. Same fix went out to AIR-1, MSR-1, and MTR-1.
