What does this implement/fix?

Brings H-3's repo files in line with MSR-2:

• .github/PULL_REQUEST_TEMPLATE.md: the long-form template whose "Types of changes" boxes the shared label-check reads. The old 4-line root PULL_REQUEST_TEMPLATE.md is removed.
• .github/workflows/label-check.yml: standalone pull_request_target runner so fork PRs get labelled.
• .github/workflows/ci.yml: read-only again, inline label job removed, file list H-3.yaml + H-3D.yaml.

dependabot.yml, autoassign.yml, weekly.yml, build.yml and the shared-workflow @main refs already match MSR-2 and are untouched.
