What does this PR do?

Adds bounded webhook callback timeouts with failed-event status updates and generic errors. Queue workers now report failures, and the in-memory queue can enforce a maximum pending size. Shutdown waits for pending initialization and safely releases resources.

How to test?

Run bun test (338 tests pass) and bunx tsc --noEmit.

bun run lint is currently blocked by repository-wide Prettier CRLF diagnostics.
