Shortest Job First (SJF) CPU Scheduling Algorithm

About:

I would like to propose adding the Shortest Job First (SJF) CPU scheduling algorithm (non-preemptive) to the "CPU Scheduling Algorithms" section of the repository.

Currently, only the First-Come, First-Served (FCFS) algorithm is implemented. Adding SJF will expand this section by introducing a non-preemptive algorithm that selects the waiting process with the smallest execution time.

I will implement this algorithm in C, ensuring the code structure, style, and documentation align with the existing FCFS implementation.
