Summary
Adds an in-app "What's new" panel so users can see recent product and contract changes without leaving the app. The panel reads CHANGELOG.md at build time through a new typed data source (frontend/src/lib/changelog.ts), lists recent entries grouped by release, badges entries the user has not seen yet, and links issue references (#820) and documentation paths (docs/CI.md) to GitHub. Seen-state is tracked in localStorage by release version and entry count, so entries appended to an already-seen release still surface as new. Opening the panel marks everything as read.
