Replaces the cross-repo reusable-workflow call (which failed with "error parsing called workflow" even for a trivial 3-line test — suspected GitHub Free-plan gating on private cross-repo reusable workflows, see AIOpsome/growthops-p2p docs/open-code-review.md §6) with a fully self-contained workflow, duplicating the same pinned Action + config directly in this repo.
