• the reviewed e390 social evidence integrity and bounded Commander Coworld compatibility repair
• public starter owner-capability parity and exact message event joins
• deterministic three-arm spatial XP manifest generation, Coworld image authority finalization, and fail-closed upload transition verification

Both spatial runtime flags remain OFF by default. This PR does not enable structured spatial observation or the minimap in the canonical league.

Decision: ship source default-OFF only. No runtime spatial enablement is supported by current evidence.

This PR is ready for CI and external review, but not for merge, Coworld canonical replacement, league binding, or production deployment.

The accepted integration hold remains open:

1. Commander requires the preregistered 48 matched triplets, the external immutable seal receipt, and independent performance-claim review. The successful four-triplet canary is functional evidence, not a seal or promotion authorization.
2. Rated integrity requires Softmax scheduler metadata, a fresh verified 25-job round with consecutive episodeIndex and aligned immutable player IDs, and authoritative invalidation or recomputation evidence for contaminated rounds 1925 and 1927.
3. A GitHub approval must come from an independent reviewer; the repository currently exposes only the author account as collaborator.

Preserve the league pause and canonical proxywar 0.1.54 binding until all release holds are explicitly cleared. Eval packages and XP completion alone do not clear deployment.

Reverified after CI completion against b8c5c70676e1aee0fe0c31a3546e78679d7cc861 / tree 51221c00b227353487e91fd0ccb9474f23f23b3d.

Repository and CI gate:

• CI run 32703471426 completed success on the exact head: build, Docker, lint, maps, heavy league test, four test shards, and e2e all passed.
• Fresh exact-head local verification passed 9 files / 131 tests, the public owner suite 36/36, and root plus adapter TypeScript checks.
• Both spatial tunables still default to 0; the canonical template contains neither spatial env key.
• Independent exact-head review verdict: GO for PR and CI only; HARD NO-GO for merge or deployment.

External release gates still open:

1. Commander report is no-go-missing-platform-evidence: 4 triplets / 12 runs, null exact cost and missing platform evidence. The preregistered 48-triplet performance run, external immutable seal receipt, and independent claim review are absent.
2. Rated rounds 1925 and 1927 still each contain 17 real plus 8 phantom completed rows; all episodeIndex evidence is absent. Softmax rating remediation, scheduler metadata, and a clean verified 25-job round are absent.
3. Independent GitHub approval is absent. The repository currently exposes no collaborator other than the author account.
