✨ feat(notification): add tool.execute.before handler for question tool

- Read PLUGIN_VERSION dynamically from package.json instead of hardcoding
- Add tool.execute.before handler to detect question tool invocations
- Enable resolveJsonModule in tsconfig for JSON imports
- Add tests for PLUGIN_VERSION and question_asked event payload
