While alerts primarily go to the DS for display and can be logged there, we should also support robot side logging. In addition, some teams may prefer to show alerts on their dashboard, so we should support publishing the alert info to NT (similar to how we publish other DS data).
Note if we’re adding alert to the mrccomm API we’ll need to provide a way to get that info out for this to be possible.
