[glass] Off-by-one discrepancy between FMS window and /FMSInfo window in simulation

When running Simulation we see that the FMS and /FMSInfo windows report different values for Alliance Station. The /FMSInfo's value is one less in the enumeration than what is in the FMS window.

To Reproduce
Steps to reproduce the behavior:

1. Start Simulation
2. On the Network Tables menu enable FMSInfo
3. On the Robot State selector window choose Disconnected
4. On the FMS window choose Red 2
5. On the Robot State selector window choose Disabled
6. Observe Alliance Station on FMS window is Red 2, but /FMSInfo says Alliance Station is Red 1

Expected behavior
The values in both windows are the same
