GPU/CPU Timing

Issue includes:

• include Nucleus Timer Manager
• adapt based on: Rework Timer Manager and Front End Timer Manager GeraldKimmersdorfer/fancyalpinemapsrenderer#13
• include GPU Timer for WebGPU (should work on DAWN and maybe in web with flag)
• Presentation in GUI

Goal:

• Having an easy way to time GPU and CPU workloads for development

Non-Goals:

• Timing Graphs
