fix warning with reinitializer validation annotation

Could you append annotation "@Custom:oz-upgrades-validate-as-initializer" for your reinitializer functions. Currently we have this warnings:

Note: Reinitializers are not included in validations by default

    lib/symbiotic-core/src/contracts/common/MigratableEntity.sol:47: If you want to validate this function as an initializer, annotate it with '@custom:oz-upgrades-validate-as-initializer'
