chore(release): prepare 0.1.0-rc.1 pre-release

- prerelease-aware release workflow: pre-release tags (vX.Y.Z-*) publish to
  the npm 'next' dist-tag and are flagged as GitHub pre-releases; stable tags
  keep publishing to 'latest' as before
- bump version to 0.1.0-rc.1
