Interesting. I guess a good linter would be great addition.

But I'm not sure I'm a big fan of the enforcement of "certain standards". Personally, I don't see any harm in having HTML comments, not having a docblock at the top. I also don't understand why we would want to enforce any number of empty lines.

My first choice is https://packagist.org/packages/smarty/smartylint but I need your approval. Else, we'll have to use https://packagist.org/packages/tikiwiki/ or another...
