Longitude convention in EAT post-processing

Update EAT scripts to use astropy convention for specifying longitudes (stations East of Greenwich should have positive values). Currently polcal.py uses a (custom) opposite convention.

Also, ensure that any routines using these values are modified appropriately (e.g. add vs subtract as shown here).
