Subject: [PATCH] chore: replace first-interaction bot with platform-aware
 templates

The welcome workflow duplicated the issue and PR templates and its issue message only covered macOS/Linux, so it was stale after native Windows support.

- Remove the welcome workflow and its pull_request_target permissions.
- Ask bug reporters for OS, shell and the platform-specific install check.
- Split the PR checklist into macOS/Linux and Windows commands.
