Subject: [PATCH 1/2] Automate curl updates

Set up an Actions workflow to automate the process of creating an initial PR to bump the submodule whenever a new version of curl is released.

This isn't going to do the work for us if there are build changes, but at least it is a starting point and also notifies us when a new release is ready.
