Settings icon shows unexpected floating tooltip after closing Settings window

Summary

After opening and closing the Settings window, the settings icon in the bottom-left corner shows a floating tooltip/popup that should not appear. This tooltip persists after the settings window has been dismissed.

Steps to reproduce

1. Click the settings icon in the bottom-left corner to open the Settings window.
2. Close the Settings window.
3. Observe the settings icon area in the bottom-left.

Expected behavior

The settings icon should return to its normal state after the Settings window is closed. No tooltip or floating popup should appear.

Actual behavior

A floating tooltip/popup appears on or near the settings icon after closing the Settings window, even though the user did not hover or request it.
