Question card: tabs that show your answers, and no sending on click

When an agent asks several questions at once (Claude's AskUserQuestion, Codex's request_user_input), the card shows one question at a time behind a 2/3 counter:

• You can't see what you answered on earlier questions before sending.
• You can only move back with Previous. There's no way to jump to a question, and Improve UX on question tool for planning #398 (←/→) was closed without it.
• Clicking an option on the last question sends every answer straight away (Improve: Question UI automatically goes to next question #859). With one question, a single click sends.

Proposal:

• A tab per question at the top of the card. An answered tab shows a check and the chosen answer (Images ✓ GitHub attachments), so the tabs double as the summary. Click a tab to jump to it.
• Choosing an option still moves to the next question, but the last question waits for Submit (or Enter).
• ← / → switch questions when the text box doesn't have focus.
• With questions left, Submit stays enabled as Submit (1 left) and jumps to the first unanswered one instead of sitting disabled.

That gives the overview Claude Code's CLI offers with its review screen, without adding a step. Mobile has its own card and could follow separately.

Working implementation with before/after videos: #19139. The arrow keys and Submit (N left) are easy to cut for a smaller first step.
