Add a Retry action when a prompt fails

Problem

When a prompt fails (e.g. [provider error / network drop / rate limit — describe what you saw]), the thread shows the error but there's no way to retry that prompt. To try again I have to re-type or re-paste the message, re-attach any files, and re-select the model/options.

Proposal

Show a Retry button on the failed turn that resubmits the same prompt, with the same attachments and settings, in the same thread.

Nice-to-haves:

• Keep the failed prompt in the composer (or offer "Edit & retry") so it can be tweaked before resending.

Why

• The app already has Retry for failed attachment uploads and failed workspace preparation; failed turns are the main place it's missing.
• Some failure types already offer a manual Resume, so this would make recovery consistent across failures.

Thanks for the detailed write-up! This is the same request as #14607 (add retry button once there is a failure), so I'm closing this one as a duplicate to keep the conversation in one place. Please add your notes there, especially the "Edit & retry" idea and the point about keeping attachments and model settings when you resend.
