[Feature]: Upload files to a folder from the Files panel

Problem
The Files panel is view-only. The only way to get a file into the project is to attach it in chat and describe where the agent should put it, or leave the app.

Proposed solution
A "+" button in the Files panel that uploads files into the currently selected folder.

Why this matters
It's a direct way to put a file where it belongs in the project, without going through the agent or leaving the app.

I need this also. I have to keep code-server alive on my Linux box for this very reason. Sometimes the agent needs some excel files on disk rather than in caht for effective work.

I would love to contribute here and submit a PR. The rules seem stick about who a PR will be accepted from. I might submit one and they can just ignore it...we'll see what happens
